Evaluation Framework

The SoCo Tool has been developed to analyse: financial, local environmental pollution, greenhouse gas emissions, employment quality, and social aspects of solid waste management (SWM) systems using a suite of 45 indicators. These are combined to deliver a multi criteria analysis, and can be used as a comparative benchmarking tool.

The SoCo Tool has been developed in Excel and takes a modular format, whereby each ‘actor’ in the solid waste management system who is being assessed can complete a spreadsheet-based questionnaire. This gathers data on the 45 indicators, and can be exported into a ‘master’ spreadsheet and combined with the results of other actors to compare key metrics across the system. The master spreadsheet can also generate Sankey diagrams to show the volumetric flows of solid waste across the system.
